Can someone tell me the ratio of cream to water that can be used as milk in a recipe?

My brother is on the Atkins Diet and is coming for Christmas. I'm trying to adapt some recipes so he can enjoy the same food we're eating. I remember reading in the book that instead of milk, you can substitute heavy cream mixed with water. Now I can't find that passage in the book! Can someone tell me the ratio of cream to water that can be used as milk in a recipe? Thanks for any help.

Well, aren't you sweet for making it easier for your brother to stay on his plan :) You and my dad, who is encouraging me (and interested in Atkins now that he's seen me dropping weight easily on it and knows how hard low-fat's been for me. He's been shopping to buy foods I can actually eat on Christmas and ran recipes by me when we met for breakfast yesterday morning to make sure I'll be able to eat them. Fortunately, he's retired and loves to gourmet cook as a hobby so he's considering this an entertaining challenge :) I'm relatively new to Atkins, but the majority of recipes I've tried use two parts water, one part heavy cream although a couple use it as a one to one.
